Where did the reduction of the quarterly fee from $500 to $400 come from?
If shareholders pay for water privately, like private electicity usage, we won't have to budget all the privately used water. Just like we don't budget for everyone's private use of electricity.

How long will it take to recover $738 cost for the submeter and installation?
If our quarterly maintenance fee difference in the first year is $129 and the unit uses 47 gallons per day average than the $738 will be recovered in 3 years (2030 if installed 2027).

The less the unit uses the quicker the return on your investment. The more water used the longer it will take to recover your investment, if ever.

Keep in mind the difference in maintenance fees gets greater every year we don't install water submeters:
Year 1: $516 is the difference between $529 and $400 multiplied by 4 quarterly maintenance fees.
Year 2: $580 is the difference between $559 and $414 multiplied by 4 quarterly maintenance fees.
Year 3: $656 is the difference between $592 and $428 multiplied by 4 quarterly maintenance fees.

That's $1,752 less we could pay in maintenance fees in just 3 years of having submeters installed.
Everyone would pay for thier private water use.




How much will it cost to insure these water submeters per quarter per shareholder?
$4 but since the meters have a 20 year warranty and will be also be added to our reserve funding we can self insure.

How much will it cost to include these submeter into the reserve fund per quarter per shareholder?
$6.25

How can we trust calibration of these submeters:
A simple 5 gallon bucket test could be preformed. Replace meter if meter fails.

What about pressure regulators and backflow preventers:
Not required but could be installed at the time of water submeter installation.

Is there any service or annual support fee that ESC has to pay Avanti?
No.

Are permits required?
No.

Is Avanti a distributor?
No.

What happens if Avanti goes out of business?
It's not Avanti's submeters, cellular units or platform. No loss or restrictions.

What happens if the software fails?
Reinstall software.

Is there a guarantee that it will always be available?
No but we could manually read the meters

Were other Avanti customers interviewed?
No, but we will request to speak with any. Many communities are only now considering submeters because of the recent and projected raises in water rates.

What is the model of the meter to be installed?
Dielhl Hydrus Ultrasonic with a standard Aquacell cellular endpoint to transmit the hourly data.

If we are to be asked to vote on this I’d like to read the contract with Avanti first. Has our attorney reviewed it?
It's a basic invoice for a meter, cellular unit and installation as distibuted to all shareholders. If shareholders vote to install water submeters we can have the attorney review final documents.

How many Shareholder "yes" votes are required to install submeters?
274 Shareholders. If passed by shareholders we will have another vote this spring making it clear the installation of water submeters changes the Exclusive Right of Possession Lease. This is to make it clear all water/sewer costs will no longer be shared. This is a redundant vote but a shareholder is raising this as a legal issue so we will rename the vote as an amendment to the Exclusive Right of Possession and vote again to reduce any legal risk posed by any shareholder(s). As amended in the past, the change of lease vote will require the same amount of "yes" votes to pass: 274.
